Town Administration
Overview
The Town Hall building houses the general government staff, Town Supervisor, Rod Howe, Finance Officer (Donna Shaw), Bookkeeper to the Supervisor and Receiver of Taxes (Deborah Kelley) , Human Resources Manager (Judy Drake), Network Specialist (John Little) and includes the Town Clerk Department, Code Enforcement Department, Planning Department, and Town Court.
The Town Hall is also the central contact for the Town Board, Planning Board, Zoning Board of Appeals and the various Town committees.
The general administrative functions are accomplished through the offices of Finance and the Receiver of Taxes, Human Resources, and Information Technology.
Administration staff are responsible for the oversight of all day-to-day behind the scenes functions including financial operations of the Town, recommendations on all human resources, benefits and risk management issues and assuring a robust and secure network system. The staff is responsible for implementing policy adopted by the Town Board and providing advice and assistance to the Town Board Department Heads and staff as needed.
The Finance Office manages the day-to-day financial operations of the Town. The Finance Officer oversees the budget preparation with the Town Supervisor and prepares and files monthly reports. The department also oversees the bonding process and invests the Town’s money.
The Finance Officer works with a staff of professionals who are assigned duties within the department such as:
- Accounts payable
- Accounts receivable
- Billing and accounting for water and sewer utilities
- Internal auditing
Human Resources
Human Resources is responsible for the administration of personnel matters, providing information, assistance, and updates to active employees, part time/seasonal employees, and retirees.
The goal of Human Resources is to provide all town employees with accurate information and guidance to ensure employees are aware of their rights and obligations, and to assist them with regard to their employment, benefits, advancement, and other opportunities.

The Information Technology Office provides internal support to all Town Departments for computerized systems, network infrastructure and telephone requirements.
Finance
Responsibilities of the Finance Office include:
Maintains a system of accounts which is in conformity with generally accepted accounting principles
Assists the Town Supervisor in preparing the Town’s annual operating budget
Prepares monthly, quarterly, and annual financial reports, including analysis of operating revenues and expenditures
Processes vendor claims and purchase orders
Receives, records, and deposits Town receipts including property taxes and water and sewer payments
Cash management and investment of idle funds
Manage debt issuance for capital projects
